Step OneMelt butter in a pan. Add dry ingredients. Stir in milk. Bring to boil, stirring constantly. Boil for 5 minutes. |

Step TwoBrown onions and hamburger in olive oil. Add other ingredients. |

Step ThreeDrop noodles in salted boiling water and boil for only 2 minutes. Take out of water and put flat in a pan of cold water. |

Step FourLayer in a 9" x 13" pan. Greasiest part of the tomato mixture (cover ¼ inch on the bottom.) Top with Parmesan Cheese. Bake 375° for 40 minutes. |
